The following five to ten years is an important period for
the development of Jining Zhong Yin electro-chemical Co., Ltd.,
the structure adjustment of products, the enlargement for the
enterprise's scale and the promotion of economic strength. It
is also an important period of the reorganization of assets
and structural reforms. So it is quite significant for carrying
out the development planning of our company.
(1) Strategic task:
On strategies, seek to expand strategically, make the big
cake, cook the strong strength and therefore form the scale
advantage. On tactics, by rolling development and working
hard, form a complementary developmental structure of alkali
as the tap, electricity as the base, and basic chemical industry,
daily-use chemical industry, fine chemical industry three
industries developing simultaneously. We consider market as
the criterion, innovate as vigor, management as base, mechanism
as guarantee. And no matter the scale of the enterprise, or
economic strength, we all occupy an important seat in the
national chlor-alkali industry and in the whole provincial
key enterprise groups.
(2) Prospective target
① Total economic amount: The sales income is up to 1,094,400,000
Yuan by 2005, profits tax is up to 200 million Yuan. And after
the technological transformation projects all complete by
2010, we can realize the sales income of 2,125 million Yuan
and the Profits tax of 400 million Yuan. The proportion of
basic chemical industry, fine chemical industry and daily-use
chemical industry will reach 44:35:21.
② Investment of technological transformation: Totally
invest 1,464 million Yuan, and finish 18 technological transformation
projects.
③ Science and technology and innovation : Insist on taking
the new-type industrialized road, and the contribution rate
of scientific and technological progress is up to about 70%;
advance the management innovation to establish an omni-directional
marketing view, and regard the stream of people, material
and fund as a breakthrough point; do well in management innovation,
and improve specialized management, such as auditing, equipment,
production, dispatching, process, financial affairs, security
etc.
④ Staff's life: As the growth of enterprise's economic
benefits, the staff income is increasing progressively. Via
efforts of ten years, we prepare to build Jining Zhong Yin
electro-chemical Co., Ltd. into a large-scale enterprise group
occupying an important seat in the national chlor-alkali industry
by 2010, by then our comprehensive strength and capacity of
competition will be obviously strengthened and the staff's
life will reach the overall well-to-do level.
(3) Guiding principle:
Regard development as themes, adjustment as the principal
line, reformation as motive force, we shall strengthen measures
and advance the innovation of management, technology and administration
in order to realize the best benefits, so as to contribute
